The Microsoft documentation link Dev Home states:

Attempting to install Dev Home from https://aka.ms/devhome, leads instead to the Windows Advanced Settings app - https://github.com/microsoft/windowsAdvancedSettings
https://github.com/microsoft/devhome was archived in June 2025.
The last Dev Home release from https://github.com/microsoft/devhome/releases/tag/v0.2001.758.0 was published one year ago in Jan 2025.
- It carries a label "Dev Home Preview v0.20"
- Installing and running it shows a message
Dev Home will be going away in May 2025 and a subset of its features will be moved to new places. Stay tuned for more information in the following months.
- Subsequently running Microsoft Store Downloads, "Check for updates" removes "Dev Home (Preview)" from the start menu
Conclusion
Microsoft Windows Dev Home has not only been deprecated, it has been deactivated. The corresponding instructions in the BUILDING.md document can no longer be followed.
There is no "Machine Configuration tab" in the follow-on app https://github.com/microsoft/windowsAdvancedSettings, so it is no longer possible to follow the instructions based on using "Dev Home".
Suggestion
Remove references to Dev Home from the BUILDING.md document.
