Use the version modified from python-installers that contains the disk space freeing action.
Since version 0.2.0, python-installers is self-sufficient for pipenv and poetry installation. This means it can replace all the other package manager installers.

This PR implements uv support.
As uv supports comes through the
python-installersbuildpack, refactor the other packagers to use it as well.This means that this buildpack will require at most
cpythonandpython-installers.Ticket issue and links
